Names the new student center at Wallace Community College the "Dr. James M. Mitchell Student Center" in honor of Dr. Mitchell for his distinguished presidency at the college.

Directs naming of streets within Wallace Community College Selma in honor of nine individuals who contributed to the college's growth: William D. Beaty, Dr. Gail May, Dr. Effel Williams, Donitha Griffin, Senator Hank Sanders, Dr. Robert McConnell, Charles Byrd, Dr. James M. Mitchell, and Dr. Julius Brown.

Requires Wallace Community College Selma to erect appropriate signage for the named facilities, with all costs paid through private funds.

Directs copies of the resolution be provided to each member of the Alabama State Board of Education and to Dr. Mitchell.
