Extends state support and encouragement to A2D, Inc., for developing an advanced broadband infrastructure within Alabama with community support.

Authorizes the state to enter into negotiations with A2D, Inc., for up to six months to develop a comprehensive public-private partnership agreement for the broadband infrastructure.

A2D, Inc., will design, build, and operate a neutral broadband system functioning as a public utility that provides equal access to all service providers.

The proposed system will utilize fiber-to-the-premises and wireless technology exceeding Federal Communications Council standards to deliver fiber optic connections to households, businesses, institutions, and other subscribers.

Recognizes that existing broadband infrastructure maintained by current service providers does not meet the state's universal broadband needs as defined by the Federal Communications Council's National Broadband Plan.
