Establishes a special order calendar for the fourth legislative day of the 2012 Regular Session designating specific bills as paramount and continuing order of business.

Includes 10 bills on the special order, covering topics such as state purchasing procedures, health insurance participation, tax credits, human trafficking awareness, and corrections department operations.

Requires the Finance Department's Purchasing Division to establish and maintain a statewide database for public contract bids and proposals accessible through the Internet.

Authorizes the Alabama Law Institute to receive funding from governmental and other sources and appropriates funds for Law Institute purposes.

Establishes the Lifespan Respite Resource Network and Alabama Respite Coalition, continues the Public Service Commission until October 1, 2013, and clarifies the Alabama Fire College's status as a postsecondary education institution.
