SB4 Summary

• Proposes a constitutional amendment to create a Legislative Compensation Commission consisting of six members appointed by the Governor, Lieutenant Governor, President Pro Tempore of the Senate, Speaker Pro Tempore of the House, and one member each from the House and Senate.

• Commission members who are not legislators must have experience in human resources or compensation; commission members receive no compensation but are reimbursed for per diem expenses at the state employee rate.

• Commission shall establish legislative compensation and expenses to be submitted to the Legislature on the first day of the 2013 Regular Session, effective November 3, 2014, and thereafter revise compensation on the first legislative day of the third regular session of each quadrennium.

• Compensation shall be based on legislative work during sessions, home district work, office business, legislation drafting, and travel to legislative events; compensation cannot be automatically adjusted for cost-of-living increases and shall be reduced by the same proration percentage as the General Fund Budget when proration is declared.

• Effective November 3, 2014, repeals conflicting laws including Act 87-209, Act 91-108, Act 2007-75, and conflicting portions of Constitutional Amendments 39 and 57; election on the amendment to be held during the 2012 primary election.
