Mobile County Commission may impose an additional special issuance fee not to exceed $5 by resolution, collected by the License Commissioner on motor vehicle registrations, boat renewals/registrations, manufactured home registrations, business license applications, and other instruments registered in the office.

The special issuance fee is in addition to all other existing fees, taxes, and charges provided by law.

Collected fees shall be deposited in a segregated account and used for preservation and storage of records relating to motor vehicle registration, boat registration, and business licenses, as well as purchase, installation, improvement, and maintenance of equipment and technology in the License Commissioner's office.

The act becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
