HB13 Summary

• Amends criminally negligent homicide law to make it a Class C felony when caused by any person operating any vehicle (including vessels) while unlawfully under the influence of alcohol or drugs, expanding the current law limited to motor vehicles.

• Amends assault in the first degree law to include serious physical injury caused while driving or operating any vehicle under the influence of alcohol or drugs, broadening the statute beyond motor vehicles alone.

• Excludes the bill from Amendment 621 constitutional requirements regarding local expenditure increases because it defines a new crime or amends the definition of an existing crime.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
