Proposes a constitutional amendment limiting Alabama state legislators to a maximum of three consecutive full terms in the Senate, House of Representatives, or combined service in both chambers.

Counts any election to either chamber for at least two years as equivalent to one full term for purposes of the term limit calculation.

Exempts all legislative service prior to November 2014 from counting toward the three-term limit, allowing current legislators to continue without disqualification.

Permits former legislators to run again after sitting out at least one full legislative quadrennium (four years) following their third consecutive term, provided they have not worked for the State of Alabama or its agencies, boards, or educational institutions and have not received compensation as a lobbyist.

Exempts the lobbying restriction for former legislators who are awarded competitively bid state contracts.
