Appropriates $9,069,227 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2014, for support and maintenance of the institution's educational program.

Requires at least $1,284,788 of the appropriation to be expended for agricultural research and extension service state match.

Mandates submission of an operations plan for fiscal year 2013-2014 and an audited financial statement for fiscal year 2011-2012 prior to fund release.

Requires quarterly reports to the Director of Finance comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report with program effectiveness measures.

Becomes effective October 1, 2013.
