• Appropriates $632,997 from the Education Trust Fund to Talladega College in Talladega, Alabama for fiscal year ending September 30, 2014.

• Appropriation is subject to Alabama Code Sections 41-4-80 et seq. (Budget and Financial Control Act) and 41-19-1 et seq. (Budget Management Act of 1976).

• Requires submission of an operations plan for fiscal year 2013-2014 with goals and performance indicators, and an audited financial statement for fiscal year 2011-2012, prior to fund release.

• Mandates quarterly reports comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report to the Director of Finance documenting work accomplished, services provided, and program effectiveness measures.
