• Maintains state monitoring fee of $1.00 per ton and allows payment by certified check or electronic transfer.

• Prohibits counties receiving state funds under Section 22-30B-2.1 from enacting additional local fees on hazardous waste disposal operators.

• Effective date is the first day of the first month following passage and Governor approval.
