Requires persons without a Class M motorcycle endorsement or license on the effective date to pass a motorcycle knowledge test administered by the Department of Public Safety before operating a motorcycle or motor-driven cycle.

Allows Class M endorsements and unrestricted Class M motorcycle licenses to be issued to persons age 16 or older, and Class M motorcycle licenses restricted to motor-driven cycles to be issued to persons age 14 or older.

Applies graduated driver's license restrictions on hours of operation (Section 32-6-7.2) to all persons under age 18 operating motorcycles or motor-driven cycles regardless of how long they have held a motorcycle license.

Makes persons under age 18 operating motorcycles or motor-driven cycles subject to license suspension for violations of the graduated driver's license hours of operation restrictions.

Becomes effective immediately upon passage and approval by the Governor.
