• Creates the Legislative Data Center Joint Committee as a permanent legislative committee to oversee and manage the Alabama Legislative Data Center's budget, hiring, and functions.

• Committee composition: three House members appointed by the Speaker of the House and three Senate members appointed by the President Pro Tempore, with initial appointments within 30 days after the 2013 regular session and successor appointments every four years thereafter.

• Committee must meet at least once every three months, with a quorum of five members representing both chambers; actions require majority vote of members present and voting.

• Members receive compensation and expenses equal to legislative session rates through 2014, then compensation pursuant to Amendment 871 to the Alabama Constitution thereafter, plus mileage allowance based on Internal Revenue Code rates.
