Defines the crime of bestiality, establishing sexual conduct and sexual contact with animals as prohibited acts, including direct contact, penetration, and transfer of semen.

Makes it illegal to knowingly engage in, cause, aid, abet, permit, or commercially promote sexual conduct or contact with animals.

Classifies bestiality as a Class A misdemeanor.

Exempts accepted animal husbandry practices, conformation judging practices, and accepted veterinary medicine practices from the law's prohibitions.

Becomes effective on the first day of the third month following passage and approval by the Governor.
