HB244 Summary

• Establishes the Office of Fleet Management within the Department of Transportation to manage acquisition, purchase, lease, operation, maintenance, and disposal of all state-owned or leased motor vehicles.

• Creates the Transportation Revolving Fund to finance OFM operations through mileage fees charged to state agencies; requires all state motor vehicles to transfer to OFM by October 1, 2014.

• Maintains a motor vehicle transportation pool in Montgomery and other designated areas to provide vehicles to state agencies without regularly assigned vehicles on a trip-by-trip basis.

• Makes unauthorized use of state motor vehicles a misdemeanor offense and grounds for employee suspension or dismissal; establishes that OFM shall be financially self-supporting through agency user fees.

• Repeals Chapter 17, Title 41 (Sections 41-17-1 to 41-17-9) of the Code of Alabama 1975 and becomes effective immediately with full implementation required by October 1, 2013.
