Amends Section 36-29-14 of the Alabama Code to add the Alabama Network of Children's Advocacy Centers and its member Children's Advocacy Centers to the list of entities eligible to elect participation in state health insurance coverage through the State Employees' Insurance Board.

Allows officers, members, employees, and retired employees of eligible organizations to obtain health insurance coverage without creating liability for the state or the State Employees' Health Insurance Plan.

Participation by these entities is optional with the State Employees' Insurance Board, which determines coverage benefits and rates.

Employers must remit required premiums through their chief fiscal officer and can withdraw only by providing six months' written notice via certified mail and remaining liable for unpaid claims plus interest at 1.5% monthly on overdue amounts.

Takes effect immediately upon passage and approval by the Governor.
