Proposes a constitutional amendment to Section 65 of the Alabama Constitution to authorize an Alabama Lottery, reversing the existing prohibition on lotteries and gift enterprises.

Creates an Alabama Lottery Corporation to administer and regulate the lottery, with duties, powers, and composition to be defined by general law.

Allocates lottery net proceeds as follows: 40% to the State General Fund, 40% to the Education Trust Fund, and 20% to the Alabama Department of Corrections.

Prohibits lottery proceeds from replacing or supplanting existing education revenues and requires all interest earnings on Lottery Trust Fund monies to be allocated only to the enumerated purposes.

Terminates the lottery and Alabama Lottery Corporation on December 31 of the tenth year following amendment adoption, with wind-down operations beginning January 1 of the tenth year.
