Requires the Executive Branch to submit annual reports to the Alabama Legislature beginning in 2014, no later than the fifth legislative day of each regular session.

Defines economic incentives as benefits provided to recipients for locating, enlarging, or expanding businesses within the state, including public funds, tax abatements, employee training assistance, and state resources.

Report must include total number of recipients using incentives, breakdown by incentive type (property tax, income tax, sales tax, workforce development, etc.), and projected new jobs categorized as full-time, part-time, or temporary.

Requires reporting of average salary for each job category and the projected date when incentives will begin generating additional tax revenue to the state with projected amounts.

Effective on the first day of the third month following passage and approval by the Governor.
