Provides a 5 percent cost-of-living salary increase for state employees in fiscal year 2013-2014 and a 5 percent increase in fiscal year 2014-2015, totaling 10 percent over two years.

Applies to classified and unclassified state employees, hourly employees, legislative personnel, court officials and employees within the Unified Judicial System, and county health department employees subject to the state Merit System.

Excludes employees covered by labor agreements or contracts and does not apply to local supplements provided to judges or other local employees whose salaries are tied to state employees.

Requires the State Personnel Department Director, Administrative Director of Courts, and legislative branch leadership to revise pay schedules and certify changes to the state Comptroller for warrant issuance.

Increases become effective on the first payday on October 1, 2013, with appropriations to be made through the annual budget act for affected entities.
