Alabama Department of Public Health must develop a standardized written summary in plain language explaining alternative breast cancer treatment methods including hormonal, radiological, chemotherapeutic, and surgical options.

Summary must include information on breast reconstructive surgery options, side effects, risks, and information about coverage under Alabama insurance law Sections 22-6-10, 22-6-11, and Chapter 50, Title 27.

Physicians must provide the standardized summary to each breast cancer patient upon diagnosis, and hospitals performing mastectomy, lymph node dissection, or lumpectomy must also distribute the information.

Physicians issuing mammography reports must notify patients with dense breast tissue using a specific statutory statement explaining that dense tissue is common but may make cancer detection harder and could be associated with increased cancer risk.

Act becomes effective on the first day of the third month following passage and approval by the Governor; does not create a cause of action for lack of informed consent or establish a standard of care for physicians.
