• Redefines "abortion" to include intent to kill the unborn child or prematurely terminate pregnancy, with exceptions for saving the mother's life, preserving health of mother or child, removing dead fetus, or delivering prematurely to preserve health of both mother and child.

• Requires physicians to provide women with at least 24 hours advance notice (or 48 hours by certified mail) of printed materials describing fetal development, abortion methods and risks, childbirth risks, adoption services, and paternal support obligations before performing an abortion.

• Mandates ultrasound performed before abortion with simultaneous explanation of images; woman has right to view ultrasound and must sign form acknowledging she viewed it or refused to view it.

• Requires offer to make fetal heartbeat audible using handheld Doppler monitor if pregnancy is at least 8 weeks after fertilization (10 weeks from last menstrual period); woman may refuse to listen without penalty.

• Establishes that Department of Public Health must publish and maintain comprehensive materials and website listing agencies offering pregnancy assistance, adoption services, ultrasound providers, and other resources; act becomes effective three months after passage.
