• Amends Section 13A-6-65, Code of Alabama 1975, to expand the crime of sexual misconduct to include sexual contact without consent, in addition to existing provisions covering sexual intercourse and deviate sexual intercourse.

• Adds new subsection (4) criminalizing sexual contact with another person without consent under circumstances not covered by Sections 13A-6-66, 13A-6-67, and 13A-6-69.1, or when consent is obtained through fraud or artifice.

• Maintains sexual misconduct as a Class A misdemeanor offense.

• Exempts the bill from local government funding requirements under Amendment 621 of the Alabama Constitution because it defines a new crime or amends an existing crime definition.

• Takes effect on the first day of the third month following passage and Governor approval, or upon otherwise becoming law.
