Requires the Alabama Medicaid Agency to request a waiver from the Centers for Medicare and Medicaid Services to increase all co-payments for Medicaid recipients receiving health care services.

New co-payments must take effect no later than January 1, 2014 or immediately upon approval from the Centers for Medicare and Medicaid Services, whichever is earlier.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
