Abolishes the Medicaid Joint Interim Committee and the Permanent Joint Legislative Committee on Medicaid Policy and establishes the Permanent Joint Medicaid Committee with membership including legislative leaders, three House members, and three Senate members.

Committee membership must reflect the racial, gender, geographic, urban/rural, and economic diversity of the state; initial meeting must occur within 30 days with election of chair and vice-chair.

Committee shall conduct continuous study of the Alabama Medicaid Program and make recommendations for legislation to accomplish goals of the Alabama Medicaid Agency, including monitoring implementation of Regional Care Networks with quarterly reports to the Legislature.

Creates the Medicaid Advisory Council comprising state health officials, physicians, pharmacists, hospital and nursing home representatives, insurers, consumers, and business community members appointed by various entities and the Governor.

Annual expenses and compensation of the committee shall not exceed $5,000; act becomes effective immediately upon passage and approval by the Governor.
