• Mandates that the department or local air pollution control boards hold a public hearing and accept comments upon request before issuing or renewing Title V air permits for facilities in Class 1 municipalities.

• Requires enhanced public notification through local radio, television, and direct mail to residents in communities affected by Superfund sites or EPA-listed hazardous substance sites, with notice provided both before and within 30 days after permit issuance or renewal.

• Exempts Title V air permits issued to solid waste disposal facilities from the public notification and hearing requirements.

• Becomes effective June 1, 2014.
