HB375: Alabama Alternative Fuel Policy Act of 2013

• Establishes the Alabama Alternative Fuel Policy Act of 2013 to encourage use of vehicles powered by compressed natural gas, electricity, fuel cells, hybrid technology, liquefied natural gas, and propane through tax credits and incentives.

• Provides nonrefundable income tax credits up to $1,500 for acquiring qualified alternative fuel vehicles (limited to 5,000 vehicles per fuel type) and credits up to 30% of refueling equipment costs, with unused credits carriedforward for five years.

• Creates quarterly payment incentives for in-state commercial biodiesel and cellulosic biofuels producers ($900,000 per quarter for biodiesel; $1,250,000 for cellulosic biofuels), administered by the Center for Alternative Fuels, expiring after five years.

• Exempts vehicles bearing HOV lane decals from toll charges on Alabama toll roads, bridges, and tunnels, and allows Department of Transportation to designate HOV lanes for low-emission and alternative fuel vehicles.

• Establishes that electric vehicle charging stations are voluntary to install, that charging station operators need not be deemed electricity retailers, and that the Public Service Commission has no jurisdiction over charging station rates or fees.
