Amends Section 45-22-70 to establish the Associate County Commissioner position in Cullman County as full-time with an annual salary of $26,500.

Designates one associate commissioner responsible for maintenance and construction of county roads east of U.S. Highway 31, Alabama Highway 69, and Interstate Highway 65, and another responsible for roads west of these highways.

Adds Section 45-22-71 establishing that the Cullman County Commission is solely responsible for construction, repair, and maintenance of all county roads and bridges on a county-wide unit basis under an engineer or qualified road supervisor, without regard to district or quadrant lines.

Repeals Section 45-22-130 of the Code of Alabama 1975.

Becomes effective immediately upon passage and approval by the Governor.
