Automatically restores all civil rights, including the right to bear arms, to persons convicted in state or federal court who have completed their sentence or received a full and unconditional pardon.

Excludes convictions for impeachment or treason from automatic restoration eligibility.

Requires pardons granted by the board to be deemed full and unconditional unless the official document explicitly limits restoration or maintains disabilities from conviction.

Mandates the board issue a document to the person confirming full restoration of rights.

Becomes effective on the first day of the third month following passage and approval by the Governor.
