Prohibits Alabama state agencies, political subdivisions, employees, Alabama National Guard members, and Alabama State Defense Force members from knowingly assisting the U.S. Armed Forces in detaining citizens under 50 U.S.C. § 1541 (National Defense Authorization Act for fiscal year 2012, § 1021).

Applies only when such assistance would violate the U.S. Constitution, Alabama Constitution of 1901, Code of Alabama 1975, state law, or Alabama Administrative Code regulations.

Exempts participation by state and local law enforcement and the Alabama National Guard or State Defense Force in joint task forces, partnerships, or cooperative agreements with federal law enforcement when not used for purposes of citizen detention under § 1021.

Becomes effective on the first day of the third month following passage and approval by the Governor.
