HB411 Summary

• Amends Alabama Code Section 41-16-50 to increase the local preference threshold for resident bidders from 3 percent to 5 percent above the lowest bid.

• Allows county and municipal awarding authorities to award contracts to resident bidders with a place of business in an established local preference zone when their bid is no more than 5 percent greater than the lowest responsible bidder's bid.

• Applies to personal property purchases and leases of $15,000 or more by counties, municipalities, schools, and utility boards.

• Local preference zones may be defined as the awarding authority's legal boundaries, the county boundaries, or the Core Based Statistical Area (CBSA) in which the authority is located.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
