• Amends Section 11-51-90.1 of the Code of Alabama 1975 to redefine "License Year" as a period of 12 consecutive months, rather than exclusively a calendar year.

• Authorizes municipalities to issue business licenses for 12 consecutive months on a basis other than a calendar year, provided a local law is enacted by the Legislature to authorize such issuance.

• Modifies the definition of "License Year" to read "A period of 12 consecutive months. Except as provided otherwise by local law, the term means a calendar year."

• Becomes effective on the first day of the third month following passage and approval by the Governor.
