HB420 Summary

• Amends Section 17-4-38 of the Code of Alabama 1975 to require the Secretary of State to provide chief elections officers of other states with a free electronic copy of Alabama's statewide voter list no more than once per year for any lawful purpose.

• Conditions the free provision of Alabama's voter list on the requesting state's agreement to reciprocate and provide its statewide voter list to Alabama's chief elections officer upon request without charge.

• Authorizes the Secretary of State to enter into agreements with other states regarding the exchange of statewide voter lists at any time.

• Prohibits the resale of any portion of the voter list by the Administrative Office of Courts or the office of the chief elections officer of any other state.

• Became effective on the first day of the third month following passage and approval by the Governor; passed the House on April 30, 2013 by a vote of 70-29.
