• Amends Alabama Code Section 16-24-2 to establish residency requirements for admission and tuition at public institutions of higher education.

• Requires institutions to consider active duty military members and their spouses stationed in Alabama as resident students for tuition purposes.

• Designates Alabama National Guard members with at least two years of continuous service as resident students, effective May 22, 2012.

• Classifies veterans of the Armed Forces as resident students if they become Alabama residents and meet one of three conditions: served at least two years on active duty with honorable discharge (within five years of enrollment), currently serve in a reserve component, or have a service-connected disability from the Department of Veterans Affairs.

• Allows out-of-state veterans residing within 90 miles of an Alabama campus to receive in-state tuition rates at institutions whose boards of trustees approve such rates for active and retired military.
