Amends Section 25-11-17 of the Code of Alabama 1975 to establish a higher penalty for violations of the New Hires Act when resulting from employer-employee conspiracy.

Maintains existing administrative penalty of up to $25 per violation for standard New Hires Act violations.

Increases administrative penalty to up to $500 per violation when failure to comply results from a conspiracy between employer and employee to not supply required reports or to supply false or incomplete reports.

Director of the Alabama Department of Labor retains authority to collect and deposit penalties in the Employment Security Administration Fund.

Becomes effective on the first day of the third month following passage and approval by the Governor.
