Establishes a merit-based personnel system for the Housing Authority of the City of Montgomery with equity, fairness, and compliance with state and federal laws as guiding principles.

Creates a Human Resources Department to assist the authority in implementing the personnel system, adopting employment rules and policies, and providing administrative support to a Personnel Appeals Board.

Requires classified employees to complete a probationary period before gaining protection against separation; classified employees may request a hearing before the appeals board if terminated after the probationary period.

Classifies employees as either classified (merit system participants in ongoing positions) or unclassified (board members, volunteers, contractors, temporary workers, and others serving at the board's pleasure).

Transfers all existing employment records to the new Human Resources Department and allows retirement funds to remain in the Montgomery Housing Authority Retirement System unless the authority creates its own retirement system.
