Establishes a prosecutor's fee (docket fee) in Birmingham municipal court for all criminal and traffic cases, replacing any other existing prosecutor's or solicitor's fees.

Prosecutor's fee amount equals docket fees and court costs assessed in criminal cases and distributed to the Fair Trial Tax Fund.

Fee applies to cases where defendant is adjudged guilty, bond is forfeited, penalty is imposed, or arrest warrant is issued; collected fees distributed monthly to Birmingham's General Fund.

Fees may be used by Birmingham's governing body for prosecution expenses or law enforcement purposes and cannot be waived unless defendant proves inability to pay within reasonable foreseeable future.

Effective on the first day of the third month following passage and Governor approval.
