Requires state and local government agencies to use green building standards that give equal certification credits to forest products certified under the Sustainable Forestry Initiative, American Tree Farm System, and Forest Stewardship Council when using state funding for public building construction or major renovation.

Defines "major renovation" as any project with a construction budget equal to 50 percent or more of the current replacement costs of a building.

Applies to the State of Alabama, its departments and agencies, state-supported institutions of higher learning, and county and municipal political subdivisions.

Becomes effective on the first day of the third month following passage and approval by the Governor.
