County boards of registrars must notify persons by United States mail at their last known address before removing their names from the voter registration list, including the reason for removal.

Persons convicted of disqualifying criminal offenses must be notified by certified mail and cannot be removed from the poll list while an appeal from conviction is pending.

County boards are not required to notify deceased voters when removal is certified by presentation of a valid death certificate.

Persons whose names are struck from the registration list may appeal the board's decision to probate court without posting security for costs.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
