• Amends Section 23-1-241 of the Alabama Code to redefine "primary system" for junkyard control regulations to align with federal law established in July 2012.

• Defines "primary system" as any highway on the National Highway System, including the Interstate Highway System, rather than only highways approved by the U.S. Department of Transportation.

• Expands the State Department of Transportation's junkyard control authority to cover all roads designated as part of the National Highway System in addition to interstate highways.

• Reorganizes and renumbers existing statutory definitions related to junkyards, automobile graveyards, junk, and scrap processors without changing their substantive meanings.

• Becomes effective immediately upon passage and approval by the Governor.
