• Establishes the Alabama Committee on Horse Welfare composed of representatives from 13 horse-related organizations plus two legislative appointees to determine distribution of funds from racing pari-mutuel pools.

• Creates the Alabama Equine Commission with 5 members (Quarter Horse Breeders Association representative, two legislative members, Thoroughbred Breeders and Racing Association representative, and Governor-appointed horse owner) to administer and distribute funds for horse activities.

• Requires racing operators to transmit monthly to the Alabama Equine Commission 7% of total racing handle, 18% of net gaming/gambling proceeds at racing operations, and 50% of gaming/gambling simulcast proceeds.

• Allocates collected funds as follows: 7% for horse welfare activities, 10% for horse facility construction/expansion, 38% to Quarter Horse Breeders Association, and 45% to Thoroughbred Breeders Racing Association.

• Subjects the Alabama Equine Commission to the Alabama Sunset Law with a termination date of October 1, 2016, and every four years thereafter unless continued by legislature.
