• Amends Section 7 of Act 248 of the 1975 Regular Session to modify the special index fee collected by the judge of probate in Shelby County on real and personal property instruments filed for record.

• Maintains the special index fee at $8 per instrument, which must be paid before any instrument can be recorded in the probate office.

• Allocates collected fees as follows: $4 for probate office equipment and installation costs, $2 for operating expenses of the Shelby County Constituents' Office (managed by the chair of the Shelby County Legislative Delegation), and $2 for mental health programs serving the county (administered by the judge of probate).

• Allows excess fees beyond those needed to implement the act to be expended for operations of the judge of probate's office at the judge's sole discretion.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
