Establishes a default speed limit of 25 miles per hour on county roads within platted residential subdivisions, manufactured home communities, condominium developments, and other platted subdivisions in unincorporated Shelby County that require interior road improvements and are subject to Shelby County Planning Commission approval.

Allows the Shelby County Engineer to set different speed limits based on engineering design or an approved engineering study.

Violations of speed limits set under this act are treated as traffic offenses subject to existing penalties provided by law.

Act becomes effective on the first day of the third month following passage and approval by the Governor, or upon the act otherwise becoming law.

House passed the bill on April 18, 2013 and Senate passed on May 20, 2013.
