Amends Section 17-13-18 of the Code of Alabama 1975 to lower the threshold for triggering a second primary election from a majority (50%) to at least 35 percent of votes cast.

A second primary election is held on the sixth Tuesday following the first primary if no candidate receives at least 35 percent of all votes cast for any office with more than two candidates.

If any candidate receives at least 35 percent of votes in the first primary election, no second primary election is held.

The second primary election is limited to the two candidates who received the highest number of votes in the first primary for each office.

The act becomes effective on the first day of the third month following passage and approval by the Governor.
