• Provides a two percent pay increase for certificated personnel (teachers, principals) at all city and county school systems beginning fiscal year 2013-2014 and continuing thereafter, with increases applied according to years of experience and degree earned.

• Grants a two percent pay increase to education support personnel (custodians, bus drivers, cafeteria workers, etc.) beginning fiscal year 2013-2014, with separate salary schedules established for each job classification.

• Extends two percent pay increases to employees at the Alabama Institute for Deaf and Blind, Board of Youth Services School District, Alabama School of Fine Arts, and Alabama School of Mathematics and Science for fiscal year 2013-2014.

• Directs the Department of Finance, in consultation with the State Department of Education, to establish an education employee liability insurance program covering certificated personnel, support personnel, and student teachers employed by local boards of education, effective no later than July 1, 2013, at no cost to covered individuals.

• Excludes superintendents from automatic pay increases (any increase requires majority recorded vote), and exempts salary supplements, National Board bonuses, and JROTC federal portions from the pay increase provisions.
