• Public school districts and higher education institutions must grant all professional educators' associations equal access to employees, with no association receiving greater or lesser access than another.

• Higher education institutions with teacher education programs must grant all professional educators' associations equal access to teacher education students.

• Institutions that permit paycheck deductions for membership dues in one professional educators' association must also allow similar deductions for any other professional educators' association to which an employee belongs.

• "Access" includes setting up informational tables, speaking at meetings, distributing information via mail or email, using meeting rooms during nonworking hours, representing employees in employment matters when requested, and posting information on bulletin boards.

• The act becomes effective immediately upon passage and approval by the Governor.
