HB 551 Summary

• Amends Sections 23-1-50.1 and 41-17A-6 of the Code of Alabama 1975 to authorize the Department of Transportation Office of Fleet Management to review state department and agency green fleets plans and develop a statewide fleet management program.

• Creates a Green Fleets Review Committee appointed by the Permanent Joint Legislative Committee on Energy to oversee compliance with green fleet goals, meeting at least once every four months with a maximum annual budget of $5,000.

• Requires all state department and agency fleet managers to submit annual green fleets plans detailing vehicle procurement, fleet operations, and employee travel conformity to green fleet policies, subject to review and approval by the Department of Transportation Office of Fleet Management.

• Repeals Chapter 17, Title 41 of the Code of Alabama 1975 (Sections 41-17-1 to 41-17-9) effective October 1, 2014, transferring all Department of Finance Division of Service transportation pool personnel, facilities, property, equipment, and funds to the Department of Transportation.

• Establishes an Equipment Management Surplus Reserve Account in the Public Road and Bridge Fund to accumulate depreciation and salvage value for upgrading, replacing, or repairing road machinery and equipment.
