Extends the supplemental privilege assessment on nursing facility beds from August 31, 2013, to August 31, 2015.

Extends the monthly surcharge on nursing facilities from August 31, 2013, to August 31, 2015, with the surcharge remaining at $43.75 per licensed bed per month.

Maintains the supplemental privilege assessment rate of $1,603.08 annually per bed for the period September 1, 2011, through August 31, 2015.

Requires the supplemental privilege assessment and surcharge to be treated as allowable costs in Medicaid nursing facility reimbursement calculations and included in per diem rates.

Allows the department to reduce assessment or surcharge rates if total revenues from these assessments exceed six percent of total nursing facility revenues in any state fiscal year.
