Authorizes Baldwin County to assess additional court costs not exceeding $15 per case in circuit court, district court, and juvenile court for all civil cases, criminal cases, traffic cases, and small claims cases.

Requires collected fees be deposited into the Baldwin County Law Library and Judicial Administration Fund to fund court employee salaries and continued court operations.

Prohibits courts from waiving the additional fees unless all other fees, assessments, costs, fines, and charges associated with the case are also waived.

Extends the expiration date of the court costs from September 30, 2013 to September 30, 2015, at which time the section shall be repealed.

Grants the presiding circuit court judge authority to adjust or eliminate the court costs based on state funding availability, and permits increases or decreases within the $15 maximum as deemed necessary.
