• Establishes lifetime vehicle-only permits and standard concealed pistol permits (1-5 year renewals) issued by sheriffs within 30 days of application, with eligibility requirements and an appeals process for denials and revocations.

• Clarifies that mere possession of a pistol in a motor vehicle does not create a presumption it is concealed, and establishes rebuttable presumption that carrying a visible, holstered firearm in public does not constitute disorderly conduct.

• Prohibits employers from restricting employees' transportation or storage of lawfully possessed firearms in private vehicles under specified conditions, and prohibits businesses and property owners from establishing policies against firearm transportation or storage when conditions are met.

• Authorizes Attorney General to enter reciprocal agreements with other states for mutual recognition of concealed carry licenses and expands self-defense justifications to include business property.
