Amends Act 2008-74 to modify the composition of the Franklin County Community Development Commission by rotating municipal representation among the four largest municipalities in the county on a yearly basis during each legislative quadrennium.

Year one: mayor of the fourth largest municipality; Year two: mayor of the third largest municipality; Year three: mayor of the second largest municipality; Year four: mayor of the largest municipality.

Maintains existing commission membership of one person appointed by the state senator representing a majority of Franklin County population and one person appointed by the House member representing a majority of the county population.

Commission is authorized to receive and distribute funds from the Community Development Fund by majority vote for purposes of promoting economic development, education, conservation, and fire protection.

The Community Development Fund consists of an additional three percent of TVA in-lieu-of-tax payments received under Act 2006-655 beginning with the fiscal year that started October 1, 2006; becomes effective November 4, 2014.
