Amends Section 45-2-244.183 of the Code of Alabama 1975 to modify the distribution of privilege license tax proceeds from leasing or renting tangible personal property in Baldwin County.

Changes the fiscal year deadline for Historic Blakeley Authority funding from September 30, 2010 to September 30, 2013, and reduces the subsequent period from three fiscal years to two fiscal years.

Modifies spending requirements for Historic Blakeley Authority funds during the two-year period: 50 percent may be expended for capital outlay and 50 percent for operations, with different ratios applying in subsequent periods.

Allows Historic Blakeley Authority to expend funds designated for capital outlay on operations when the authority supplements lease tax revenue with capital expansion contributions from other sources, up to 50 percent of additional contributions.

Requires each entity receiving funds to submit a master plan for capital outlay, with quarterly disbursements authorized by Baldwin County Commission and subject to audit by the Examiners of Public Accounts.
